Towns for the Levites
1On the plains of Moab by the Jordan opposite Jericho, the Lord said to Moses, 2‘Command the Israelites to give the Levites towns to live in from the inheritance the Israelites will possess. And give them pasture-lands around the towns. 3Then they will have towns to live in and pasture-lands for the cattle they own and all their other animals.
4‘The pasture-lands around the towns that you give the Levites will extend a thousand cubits35:4 That is, about 450 metres from the town wall. 5Outside the town, measure two thousand cubits35:5 That is, about 900 metres on the east side, two thousand on the south side, two thousand on the west and two thousand on the north, with the town in the centre. They will have this area as pasture-land for the towns.
Cities of refuge
6‘Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee. In addition, give them forty-two other towns. 7In all you must give the Levites forty-eight towns, together with their pasture-lands. 8The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: take many towns from a tribe that has many, but few from one that has few.’
9Then the Lord said to Moses: 10‘Speak to the Israelites and say to them: “When you cross the Jordan into Canaan, 11select some towns to be your cities of refuge, to which a person who has killed someone accidentally may flee. 12They will be places of refuge from the avenger, so that anyone accused of murder may not die before they stand trial before the assembly. 13These six towns you give will be your cities of refuge. 14Give three on this side of the Jordan and three in Canaan as cities of refuge. 15These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.
16‘ “If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death. 17Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19The avenger of blood shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death. 20If anyone with malice aforethought pushes another or throws something at them intentionally so that they die 21or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death; that person is a murderer. The avenger of blood shall put the murderer to death when they meet.
22‘ “But if without enmity someone suddenly pushes another or throws something at them unintentionally 23or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24the assembly must judge between the accused and the avenger of blood according to these regulations. 25The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest, who was anointed with holy oil.
26‘ “But if the accused ever goes outside the limits of the city of refuge to which they fled 27and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.
29‘ “This is to have the force of law for you throughout the generations to come, wherever you live.
30‘ “Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no-one is to be put to death on the testimony of only one witness.
31‘ “Do not accept a ransom for the life of a murderer, who deserves to die. They are to be put to death.
32‘ “Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.
33‘ “Do not pollute the land where you are. Bloodshed pollutes the land, and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34Do not defile the land where you live and where I dwell, for I, the Lord, dwell among the Israelites.” ’
Leviternas städer och betesmarker
1Invid Jordan på Moabs hedar mitt emot Jeriko, talade Herren till Mose: 2”Säg till israeliterna att av sin arvedel ge till leviterna ett antal städer att bo i med kringliggande betesmarker. 3Städerna ska vara deras hem och betesmarkerna är till för deras boskap och övriga husdjur.
4Betesmarkerna ska sträcka sig 500 meter från stadsmurarna i varje riktning. 5Mät upp 1 000 meter35:5 Jfr föregående vers. Relationen mellan de två angivelserna är inte klar. åt varje väderstreck, öster, söder, väster och norr och med staden som centrum. Detta ska vara deras betesmarker kring deras städer.
Fristäder
(5 Mos 4:41-43; 19:1-14; Jos 20:1-9)
6Sex av de städer ni ger leviterna ska vara fristäder, dit en person som dödat någon kan fly och vara trygg. Dessutom ska ni ge dem 42 andra städer. 7Sammanlagt ska leviterna ha 48 städer med kringliggande betesmarker. 8Av de städer ni ger leviterna av Israels egendom, ska de större stammarna som har många städer ge fler än de mindre stammarna, i proportion till det område stammen har fått som sin arvedel.”
9Herren talade vidare till Mose: 10”Säg till israeliterna att när de går över Jordan och kommer in i landet, 11ska de utse fristäder, så att den som genom en olyckshändelse dödar en medmänniska ska kunna fly dit. 12Dessa städer ska fungera som skydd mot återlösaren35:12 På samma sätt som den närmaste släktingen (se t.ex. 3 Mos 25:25), skyldemannen (samma hebreiska ord som blodshämnaren ) hade ett ansvar för individens rättigheter, hade han också ett ansvar för vedergällningen. Det hebreiska ordet översätts olika beroende på sammanhanget: här och i 3 Mos 25:25 återlösare; i Rut 2:20; i Job 19:25 Förlossare; på flera ställen i Jesaja t.ex. Jes 41:14; 43:14; 44:6; 44:24; 47:4; 48:17 samt Jer 50:34 befriare., så att dråparen inte dödas innan han ställts inför menighetens domstol. 13De sex avskilda städerna ska vara era fristäder. 14Tre av dessa fristäder ska ni utvälja öster om floden Jordan och tre i Kanaan. 15Dessa sex städer ska inte bara vara till skydd för israeliter utan också för utlänning och besökare, för att var och en som oavsiktligt dödar någon ska kunna fly dit.
16Om någon slår en annan med ett föremål av järn så att han dör, är han en mördare och mördaren ska dö. 17Om någon i sin hand har en sten som kan döda och om han slår en annan med den så att han dör, så är det också mord och mördaren ska straffas med döden. 18Detsamma gäller om någon slår en annan med ett redskap av trä som kan döda och denne dör. Då är han en mördare och ska straffas med döden. 19Det är blodshämnaren som ska döda mördaren, var helst han möter honom. 20Om någon med ont i sinnet knuffar till någon, kastar något mot en annan så att han dör, 21eller använder knytnävarna så att hans offer dör, är han en mördare och ska dödas. Blodshämnaren ska döda mördaren när han möter honom.
22Men om någon knuffar en annan utan onda avsikter, eller oavsiktligt kastar ett föremål på honom, 23eller utan att se honom träffar honom med en sten som kan döda och han dör, fastän den som gjorde det inte var någon fiende eller ville något ont, 24ska menigheten döma mellan dråparen och blodshämnaren enligt givna föreskrifter. 25Menigheten ska rädda dråparen ur blodshämnarens hand och tillåta honom att återvända till fristaden dit han flytt. Där måste han sedan bli kvar, tills översteprästen som är smord med helig olja har dött.
26Om dråparen lämnar området för fristaden dit han flytt 27och blodshämnaren upptäcker honom utanför fristadens område och dödar honom, så drar denne ingen skuld över sig, 28för dråparen borde ha stannat i staden tills översteprästen dött. Först då kan han återvända till sitt eget land och till sitt eget hem. 29Detta är lagar som ska gälla för er från generation till generation var ni än bor.
30Var och en som dödar en annan ska dödas som mördare, men bara om det finns mer än ett vittne. Ingen ska behöva dö om det bara finns ett enda vittne som vittnar mot honom.
31Ni får inte ta emot någon lösesumma för en mördares liv. Är han skyldig till döden, ska han straffas med döden.
32Inte heller får ni ta emot lösen för en som tagit sin tillflykt till en fristad för att han ska kunna återvända till sitt land innan översteprästen har dött.
33Ni ska inte vanhelga det land där ni bor. Blodsutgjutelse vanhelgar landet och ingen försoning kan ges landet annat än genom blodet från den som utgjutit det. 34Ni ska inte orena landet som ni lever i och där jag bor, för jag, Herren, har min boning bland er.”
