Nehemiah helps the poor
1Now the men and their wives raised a great outcry against their fellow Jews. 2Some were saying, ‘We and our sons and daughters are numerous; in order for us to eat and stay alive, we must get grain.’
3Others were saying, ‘We are mortgaging our fields, our vineyards and our homes to get grain during the famine.’
4Still others were saying, ‘We have had to borrow money to pay the king’s tax on our fields and vineyards. 5Although we are of the same flesh and blood as our fellow Jews and though our children are as good as theirs, yet we have to subject our sons and daughters to slavery. Some of our daughters have already been enslaved, but we are powerless, because our fields and our vineyards belong to others.’
6When I heard their outcry and these charges, I was very angry. 7I pondered them in my mind and then accused the nobles and officials. I told them, ‘You are charging your own people interest!’ So I called together a large meeting to deal with them 8and said: ‘As far as possible, we have bought back our fellow Jews who were sold to the Gentiles. Now you are selling your own people, only for them to be sold back to us!’ They kept quiet, because they could find nothing to say.
9So I continued, ‘What you are doing is not right. Shouldn’t you walk in the fear of our God to avoid the reproach of our Gentile enemies? 10I and my brothers and my men are also lending the people money and grain. But let us stop charging interest! 11Give back to them immediately their fields, vineyards, olive groves and houses, and also the interest you are charging them – one per cent of the money, grain, new wine and olive oil.’
12‘We will give it back,’ they said. ‘And we will not demand anything more from them. We will do as you say.’
Then I summoned the priests and made the nobles and officials take an oath to do what they had promised. 13I also shook out the folds of my robe and said, ‘In this way may God shake out of their house and possessions anyone who does not keep this promise. So may such a person be shaken out and emptied!’
At this the whole assembly said, ‘Amen,’ and praised the Lord. And the people did as they had promised.
14Moreover, from the twentieth year of King Artaxerxes, when I was appointed to be their governor in the land of Judah, until his thirty-second year – twelve years – neither I nor my brothers ate the food allotted to the governor. 15But the earlier governors – those preceding me – placed a heavy burden on the people and took forty shekels5:15 That is, about 460 grams of silver from them in addition to food and wine. Their assistants also lorded it over the people. But out of reverence for God I did not act like that. 16Instead, I devoted myself to the work on this wall. All my men were assembled there for the work; we5:16 Most Hebrew manuscripts; some Hebrew manuscripts, Septuagint, Vulgate and Syriac I did not acquire any land.
17Furthermore, a hundred and fifty Jews and officials ate at my table, as well as those who came to us from the surrounding nations. 18Each day one ox, six choice sheep and some poultry were prepared for me, and every ten days an abundant supply of wine of all kinds. In spite of all this, I never demanded the food allotted to the governor, because the demands were heavy on these people.
19Remember me with favour, my God, for all I have done for these people.
Criza socială și economică
1Cei din popor și soțiile lor au avut o mare plângere împotriva fraților lor iudei. 2Erau unii care ziceau:
– Noi, fiii și fiicele noastre suntem mulți. Să ni se dea grâne, ca să avem ce mânca și să trăim.
3Alții ziceau:
– Ne punem garanție ogoarele, viile și casele, ca să avem grâne în timpul foametei.
4Mai erau încă unii care ziceau:
– A trebuit să împrumutăm argint, dându‑ne ogoarele și viile în schimbul birului imperial. 5Deși suntem carne din carnea fraților noștri, iar fiii noștri sunt ca și fiii lor, iată că suntem pe cale să ne dăm fiii și fiicele în robie. Câteva din fetele noastre au și fost luate în robie. Suntem fără putere, iar ogoarele și viile noastre aparțin altora!
6M‑am mâniat foarte tare când le‑am auzit plângerea și cuvintele acestea.
7După ce m‑am gândit, i‑am mustrat pe nobili și pe dregători, zicându‑le:
– Voi împrumutați cu dobândă pe frații voștri?!
Am strâns o mare adunare împotriva lor 8și le‑am zis:
– Noi, după puterile noastre, am răscumpărat pe frații noștri iudei, care fuseseră vânduți neamurilor. Iar acum voi vă vindeți frații, ca apoi să ne fie dați chiar nouă de vânzare?
Ei tăceau, neavând ce să răspundă.
9Atunci eu am zis:
– Ce faceți voi nu este bine. N‑ar trebui să umblați în teamă de Dumnezeul nostru, ca să nu fiți de rușinea neamurilor, a dușmanilor noștri? 10Atât eu, cât și frații și slujitorii mei le‑am împrumutat argint și grâne. Să le iertăm, vă rog, datoria aceasta! 11Vă rog, dați‑le înapoi astăzi ogoarele, viile, măslinii și casele, precum și a suta parte din argintul, din grânele, din mustul și din uleiul pe care le‑ați cerut de la ei ca dobândă.
12Ei au răspuns:
– Le vom da înapoi și nu vom mai cere nimic de la ei. Vom face întocmai precum ai zis.
Atunci am chemat preoții și i‑am pus să jure înaintea lor că vor face precum au promis. 13Mi‑am scuturat mantaua și am zis:
– Așa să scuture Dumnezeu din familia lui și din proprietatea lui pe orice om care nu se va ține de cuvânt! Așa să fie scuturat și lăsat fără nimic!
Toată adunarea a răspuns:
– Amin!
Și L‑au lăudat pe Domnul. Poporul a făcut întocmai cum a promis.
14Din ziua în care am fost numit guvernatorul lor în țara lui Iuda, adică din al douăzecilea an al împăratului Artaxerxes și până în al treizeci și doilea an al său14 martie-aprilie 445 î.Cr. – aprilie 433–aprilie 432 î.Cr., deci timp de doisprezece ani, nici eu, nici frații mei nu am trăit din veniturile de guvernator. 15Înainte de mine, cei dintâi guvernatori împovărau poporul, luând de la ei pâine și vin, în afară de cei patruzeci de șecheli15 Aproximativ 0,5 kg. de argint. Chiar și slujitorii lor asupreau poporul. Eu însă nu am făcut așa, din teamă de Dumnezeu. 16Ba încă, am stăruit în lucrarea de restaurare a acestui zid și nu mi‑am cumpărat ogoare. De altfel, toți slujitorii mei erau adunați acolo pentru lucrare. 17Mai mult, aveam la masa mea o sută cincizeci de bărbați dintre iudei și dintre dregători, în afară de cei care veneau dintre neamurile dimprejur. 18În fiecare zi mi se pregătea un bou, șase oi alese și păsări, iar la fiecare zece zile se aducea vin din belșug, de toate felurile. Cu toate acestea, eu nu am căutat să primesc plată ca guvernator, căci lucrarea apăsa greu asupra acestui popor. 19Adu‑Ți aminte de mine, Dumnezeul meu, spre bine, pentru tot ce am făcut pentru acest popor!
