Cities of refuge
1When the Lord your God has destroyed the nations whose land he is giving you, and when you have driven them out and settled in their towns and houses, 2then set aside for yourselves three cities in the land the Lord your God is giving you to possess. 3Determine the distances involved and divide into three parts the land the Lord your God is giving you as an inheritance, so that a person who kills someone may flee for refuge to one of these cities.
4This is the rule concerning anyone who kills a person and flees there for safety – anyone who kills a neighbour unintentionally, without malice aforethought. 5For instance, a man may go into the forest with his neighbour to cut wood, and as he swings his axe to fell a tree, the head may fly off and hit his neighbour and kill him. That man may flee to one of these cities and save his life. 6Otherwise, the avenger of blood might pursue him in a rage, overtake him if the distance is too great, and kill him even though he is not deserving of death, since he did it to his neighbour without malice aforethought. 7This is why I command you to set aside for yourselves three cities.
8If the Lord your God enlarges your territory, as he promised on oath to your ancestors, and gives you the whole land he promised them, 9because you carefully follow all these laws I command you today – to love the Lord your God and to walk always in obedience to him – then you are to set aside three more cities. 10Do this so that innocent blood will not be shed in your land, which the Lord your God is giving you as your inheritance, and so that you will not be guilty of bloodshed.
11But if out of hate someone lies in wait, assaults and kills a neighbour, and then flees to one of these cities, 12the killer shall be sent for by the town elders, be brought back from the city, and be handed over to the avenger of blood to die. 13Show no pity. You must purge from Israel the guilt of shedding innocent blood, so that it may go well with you.
14Do not move your neighbour’s boundary stone set up by your predecessors in the inheritance you receive in the land the Lord your God is giving you to possess.
Witnesses
15One witness is not enough to convict anyone accused of any crime or offence they may have committed. A matter must be established by the testimony of two or three witnesses.
16If a malicious witness takes the stand to accuse someone of a crime, 17the two people involved in the dispute must stand in the presence of the Lord before the priests and the judges who are in office at the time. 18The judges must make a thorough investigation, and if the witness proves to be a liar, giving false testimony against a fellow Israelite, 19then do to the false witness as that witness intended to do to the other party. You must purge the evil from among you. 20The rest of the people will hear of this and be afraid, and never again will such an evil thing be done among you. 21Show no pity: life for life, eye for eye, tooth for tooth, hand for hand, foot for foot.

Fristäder
(4 Mos 35:6-34; 5 Mos 4:41-43; Jos 20:1-9)
1När Herren, din Gud, har utrotat folken i det land han ska ge dig och när du har fördrivit dem och slagit dig ner i deras städer och hus, 2ska du avskilja tre fristäder i det land som Herren, din Gud, ger dig att ta i besittning. 3Bygg vägar dit. Dela upp landet som Herren, din Gud, ger dig till egendom i tre områden, så att var och en som dräpt någon kan fly till en stad.
4Detta gäller den som utan onda och hatfulla avsikter har dödat någon annan för att han ska kunna fly dit och rädda sitt liv. 5Det kan till exempel vara en man som går till skogen för att hugga ved tillsammans med sin granne och så råkar yxjärnet lossna från skaftet och döda grannen. Mannen kan då rädda sitt liv genom att fly till en av dessa städer. 6Annars kan blodshämnaren som i vredesmod förföljer dråparen hinna upp honom och döda honom om vägen är för lång, fastän han egentligen inte skulle ha dödats, eftersom han inte hatade den andre. 7Därför befaller jag dig att välja ut tre städer.
8Om Herren, din Gud, utvidgar dina gränser så som han med ed har lovat dina förfäder och ger dig hela det område han har lovat 9därför att du lyder hela den lag jag ger dig idag och älskar Herren, din Gud, och vandrar på hans vägar, då ska du avskilja ytterligare tre fristäder. 10På så sätt behöver inte oskyldiga människor dödas i det land som Herren, din Gud, ger dig och du behöver inte dra blodskuld över dig.
11Men om någon hatar sin medmänniska och ligger i bakhåll och överfaller och dödar henne och därefter flyr in i någon av fristäderna, 12ska de äldste i hans hemstad hämta honom och föra honom hem igen. Där ska han överlämnas till blodshämnaren och dödas. 13Ha inget förbarmande med en sådan! Se till att all blodsskuld rensas ut ur Israel för att det ska gå dig väl.
14I landet som Herren, din Gud, ger dig ska du inte flytta din grannes gränsstenar som dina förfäder satt upp.
15Döm aldrig någon för ett brott efter bara en persons vittnesmål. Det krävs två eller tre vittnen för att en sak ska avgöras. 16Om ett ondskefullt vittne anklagar någon falskt, 17ska båda parter föras fram inför Herren inför prästerna och domarna som då är i tjänst. 18Där ska domarna undersöka saken noggrant och om det visar sig att vittnet ljuger och vittnar falskt mot sin broder, 19ska han själv få det straff som han menade att motparten borde få. Gör dig av med det onda bland folket! 20De övriga bland folket kommer att frukta när de hör om detta och i fortsättningen inte göra något så ont. 21Du ska inte visa någon barmhärtighet: liv för liv, öga för öga, tand för tand, hand för hand och fot för fot.
