Cities of Refuge
1Then the Lord said to Joshua: 2“Tell the Israelites to designate the cities of refuge, as I instructed you through Moses, 3so that anyone who kills a person accidentally and unintentionally may flee there and find protection from the avenger of blood. 4When they flee to one of these cities, they are to stand in the entrance of the city gate and state their case before the elders of that city. Then the elders are to admit the fugitive into their city and provide a place to live among them. 5If the avenger of blood comes in pursuit, the elders must not surrender the fugitive, because the fugitive killed their neighbor unintentionally and without malice aforethought. 6They are to stay in that city until they have stood trial before the assembly and until the death of the high priest who is serving at that time. Then they may go back to their own home in the town from which they fled.”
7So they set apart Kedesh in Galilee in the hill country of Naphtali, Shechem in the hill country of Ephraim, and Kiriath Arba (that is, Hebron) in the hill country of Judah. 8East of the Jordan (on the other side from Jericho) they designated Bezer in the wilderness on the plateau in the tribe of Reuben, Ramoth in Gilead in the tribe of Gad, and Golan in Bashan in the tribe of Manasseh. 9Any of the Israelites or any foreigner residing among them who killed someone accidentally could flee to these designated cities and not be killed by the avenger of blood prior to standing trial before the assembly.

1Herren sa till Josua: 2”Säg till Israels folk att utse de fristäder som jag gav Mose instruktioner om. 3Om en person har dödat någon oavsiktligt, ska han kunna fly till någon av dessa städer. De ska tjäna som tillflyktsorter undan blodshämnaren.20:3 Mord straffades med döden och det var den dödes släktingar som skulle utdela straffet. Dock måste det finnas mer än ett vittne. Se 4 Mos 35:16-30. 4När någon flyr till en sådan stad, ska han stanna i stadsporten20:4 Stadsporten var samlingsplats för ledarna, ofta kallade äldste, i staden. Där fattade man beslut och höll rättegång. och tala med de äldste i staden om sin sak. Sedan ska de ta emot honom i staden och ge honom en plats där han kan bo. 5Om blodshämnaren förföljer honom, får han inte utlämnas, eftersom det var en olyckshändelse och inte ett överlagt mord. 6Mannen som förorsakat olyckan ska bo kvar i fristaden tills han stått inför rätta och tills den överstepräst som var i tjänst när olyckan inträffade, har dött. Sedan är han fri att vända tillbaka till sin egen stad och sitt hem.”
7De städer som utsågs till fristäder var Kedesh i Galileen i Naftalis bergsbygd, Shekem i Efraims bergsbygd och Kirjat-Arba, dvs. Hebron, i Judas bergsbygd. 8På östra sidan av Jordan mitt emot Jeriko utsåg de från Rubens stam Beser i öknen på slätten, från Gads stam Ramot i Gilead och från Manasses stam Golan i Bashan.
9Dessa fristäder var till både för israeliterna själva och för övriga folk som bodde bland dem. Den som oavsiktligt hade vållat någons död kunde fly dit för att slippa bli dödad av blodshämnaren innan han ställts inför menigheten.
