モーセを訪ねるイテロ
1やがてモーセのしゅうと、ミデヤンの祭司イテロのもとに知らせが届きました。神がご自分の民とモーセのために、どんなにすばらしいことをなさったか、どのようにしてイスラエル人をエジプトから助け出されたかを知らされたのです。
2イテロは、家に帰されていたモーセの妻チッポラを連れ、モーセのところに来ました。 3-4ゲルショム〔「外国人」の意〕とエリエゼル〔「神は私の助け」の意〕の二人の息子もいっしょでした。こういう名がついたのは、上の子が生まれた時、モーセが「私は外国をさまよう放浪者だ」と言い、次の子の時は、彼が「父祖の神は私を、エジプトの王の剣から助け出してくださった」と言ったからです。 5-6一行が来たのは、ちょうど人々がシナイ山のふもとで野営していた時でした。
「私だ、イテロだよ。チッポラと孫たちを連れて、会いに来たのだ。」
7イテロがそう伝えると、モーセは大喜びで迎えに出、あいさつを交わしました。さっそくその後の消息を尋ね合い、それからモーセのテントに入って、時のたつのも忘れるほど、心ゆくまで語り合いました。 8モーセはイテロに、今までのことをくわしく話しました。イスラエル人を救うために、主がエジプトの王とその国民に何をされたのか、ここまで来る途中どんな問題が起こり、主がそれをどのように解決してくださったか話したのです。
9イテロは、主がイスラエル人を心にかけ、エジプトから助け出してくださったことをたいへん喜びました。 10「主はすばらしい。ほんとうにおまえたちをエジプトと王の圧制から救ってくださった。イスラエル人を助けてくださったのだ。 11われわれの信じる主のように偉大な方は、ほかにいない。今度こそ、それがよくわかったよ。あの傲慢で残忍なエジプト人から、ご自分の民を救い出されたのだから。」
12イテロは神にいけにえをささげました。そのあと、アロンやイスラエルの指導者たちも会いに来て、みなでいっしょに食事をし、神の恵みを感謝し合いました。
13翌日、モーセはいつものように座って、朝から夕方まで人々の間の不平や訴えを聞いていました。 14全く息つく暇もありません。モーセのあまりの忙しさに驚いたイテロが聞きました。「一日中こんなに大ぜいの人が、あなたに相談しにやって来るとは。どうして、この山のような仕事を一人だけで片づけようとするのか。」
15-16「それは、難しい問題が起きると、みな私のところへ来て判断を仰ぐからです。裁判官のように、どちらが正しいか、どちらが間違っているかを決めたり、神様が求める生き方はどういうものかを教えたりします。みんなのために神のおきてを実際問題に当てはめて裁くのです。」
17「うむ、それはよくない。 18こんなやり方を続けていたら、あなたのほうがまいってしまうよ。もしあなたが倒れたら、みんなはどうなってしまうだろう。 何もかも一人で片づけるには、荷が重すぎるのではないかな。 19-20余計なことかもしれないが、私の意見を聞いてもらえるだろうか。あなたはこの人たちの顧問弁護士のような存在になったらいいと思う。神様の前に立つ代理人になるのだ。彼らの問題を神様のもとに持って行って決定していただき、その決定を彼らに伝える。人々におきてを教え、正しい生活を送る原則を示すのだ。 21そして、全員の中から有能な、神を敬う、わいろなど取らない正直な人物を探し、問題の処理に当たらせたらどうだ。千人につき一人そういう指導者を選び、その下に十人の責任者を置く。それぞれが百人の面倒を見る。さらにその下に、五十人の問題を処理する者を二人ずつ置き、その二人がまた、十人の相談相手になる者を五人ずつ受け持つ。 22これらの人たちがいつでも問題の処理に当たって、正しく職務を果たせるようにするのだ。特に重要な問題とか難しい問題は、あなたのところへ直接持って来させるが、小さな問題は彼らに任せる。こうやって、少しずつ責任を分担すれば、あなたは今より負担が軽くなるはずだ。 23どうだね、私の言うとおりにしてみないか。主も、きっと賛成してくださると思うが。そうすれば、どんな大変な仕事もやり抜けるだろうし、野営地の中も平穏になるだろう。」
24モーセは、イテロの提案を受け入れることにしました。 25すべてのイスラエル人の中から有能な人物を選び、指導者に任命しました。千人、百人、五十人、十人、それぞれのグループごとに指導者を置いたのです。 26この人たちは、問題が起こればすぐ解決して、正しい判決を下すことができるようになっていました。難しい問題はモーセのところへ持って来ますが、小さな問題は自分たちだけで裁きました。
27それからまもなく、しゅうとのイテロはモーセに別れを告げ、国へ帰って行きました。
Jethro visits Moses
1Now Jethro, the priest of Midian and father-in-law of Moses, heard of everything God had done for Moses and for his people Israel, and how the Lord had brought Israel out of Egypt.
2After Moses had sent away his wife Zipporah, his father-in-law Jethro received her 3and her two sons. One son was named Gershom,18:3 Gershom sounds like the Hebrew for a foreigner there. for Moses said, ‘I have become a foreigner in a foreign land’; 4and the other was named Eliezer,18:4 Eliezer means my God is helper. for he said, ‘My father’s God was my helper; he saved me from the sword of Pharaoh.’
5Jethro, Moses’ father-in-law, together with Moses’ sons and wife, came to him in the wilderness, where he was camped near the mountain of God. 6Jethro had sent word to him, ‘I, your father-in-law Jethro, am coming to you with your wife and her two sons.’
7So Moses went out to meet his father-in-law and bowed down and kissed him. They greeted each other and then went into the tent. 8Moses told his father-in-law about everything the Lord had done to Pharaoh and the Egyptians for Israel’s sake and about all the hardships they had met along the way and how the Lord had saved them.
9Jethro was delighted to hear about all the good things the Lord had done for Israel in rescuing them from the hand of the Egyptians. 10He said, ‘Praise be to the Lord, who rescued you from the hand of the Egyptians and of Pharaoh, and who rescued the people from the hand of the Egyptians. 11Now I know that the Lord is greater than all other gods, for he did this to those who had treated Israel arrogantly.’ 12Then Jethro, Moses’ father-in-law, brought a burnt offering and other sacrifices to God, and Aaron came with all the elders of Israel to eat a meal with Moses’ father-in-law in the presence of God.
13The next day Moses took his seat to serve as judge for the people, and they stood round him from morning till evening. 14When his father-in-law saw all that Moses was doing for the people, he said, ‘What is this you are doing for the people? Why do you alone sit as judge, while all these people stand round you from morning till evening?’
15Moses answered him, ‘Because the people come to me to seek God’s will. 16Whenever they have a dispute, it is brought to me, and I decide between the parties and inform them of God’s decrees and instructions.’
17Moses’ father-in-law replied, ‘What you are doing is not good. 18You and these people who come to you will only wear yourselves out. The work is too heavy for you; you cannot handle it alone. 19Listen now to me and I will give you some advice, and may God be with you. You must be the people’s representative before God and bring their disputes to him. 20Teach them his decrees and instructions, and show them the way they are to live and how they are to behave. 21But select capable men from all the people – men who fear God, trustworthy men who hate dishonest gain – and appoint them as officials over thousands, hundreds, fifties and tens. 22Let them serve as judges for the people at all times, but let them bring every difficult case to you; the simple cases they can decide themselves. That will make your load lighter, because they will share it with you. 23If you do this and God so commands, you will be able to stand the strain, and all these people will go home satisfied.’
24Moses listened to his father-in-law and did everything he said. 25He chose capable men from all Israel and made them leaders of the people, officials over thousands, hundreds, fifties and tens. 26They served as judges for the people at all times. The difficult cases they brought to Moses, but the simple ones they decided themselves.
27Then Moses sent his father-in-law on his way, and Jethro returned to his own country.
