Jethro visits Moses
1Now Jethro, the priest of Midian and father-in-law of Moses, heard of everything God had done for Moses and for his people Israel, and how the Lord had brought Israel out of Egypt.
2After Moses had sent away his wife Zipporah, his father-in-law Jethro received her 3and her two sons. One son was named Gershom,18:3 Gershom sounds like the Hebrew for a foreigner there. for Moses said, ‘I have become a foreigner in a foreign land’; 4and the other was named Eliezer,18:4 Eliezer means my God is helper. for he said, ‘My father’s God was my helper; he saved me from the sword of Pharaoh.’
5Jethro, Moses’ father-in-law, together with Moses’ sons and wife, came to him in the wilderness, where he was camped near the mountain of God. 6Jethro had sent word to him, ‘I, your father-in-law Jethro, am coming to you with your wife and her two sons.’
7So Moses went out to meet his father-in-law and bowed down and kissed him. They greeted each other and then went into the tent. 8Moses told his father-in-law about everything the Lord had done to Pharaoh and the Egyptians for Israel’s sake and about all the hardships they had met along the way and how the Lord had saved them.
9Jethro was delighted to hear about all the good things the Lord had done for Israel in rescuing them from the hand of the Egyptians. 10He said, ‘Praise be to the Lord, who rescued you from the hand of the Egyptians and of Pharaoh, and who rescued the people from the hand of the Egyptians. 11Now I know that the Lord is greater than all other gods, for he did this to those who had treated Israel arrogantly.’ 12Then Jethro, Moses’ father-in-law, brought a burnt offering and other sacrifices to God, and Aaron came with all the elders of Israel to eat a meal with Moses’ father-in-law in the presence of God.
13The next day Moses took his seat to serve as judge for the people, and they stood round him from morning till evening. 14When his father-in-law saw all that Moses was doing for the people, he said, ‘What is this you are doing for the people? Why do you alone sit as judge, while all these people stand round you from morning till evening?’
15Moses answered him, ‘Because the people come to me to seek God’s will. 16Whenever they have a dispute, it is brought to me, and I decide between the parties and inform them of God’s decrees and instructions.’
17Moses’ father-in-law replied, ‘What you are doing is not good. 18You and these people who come to you will only wear yourselves out. The work is too heavy for you; you cannot handle it alone. 19Listen now to me and I will give you some advice, and may God be with you. You must be the people’s representative before God and bring their disputes to him. 20Teach them his decrees and instructions, and show them the way they are to live and how they are to behave. 21But select capable men from all the people – men who fear God, trustworthy men who hate dishonest gain – and appoint them as officials over thousands, hundreds, fifties and tens. 22Let them serve as judges for the people at all times, but let them bring every difficult case to you; the simple cases they can decide themselves. That will make your load lighter, because they will share it with you. 23If you do this and God so commands, you will be able to stand the strain, and all these people will go home satisfied.’
24Moses listened to his father-in-law and did everything he said. 25He chose capable men from all Israel and made them leaders of the people, officials over thousands, hundreds, fifties and tens. 26They served as judges for the people at all times. The difficult cases they brought to Moses, but the simple ones they decided themselves.
27Then Moses sent his father-in-law on his way, and Jethro returned to his own country.
يترون به ديدار موسی می‌آيد
1يترون، پدر زن موسی و كاهن مديان وقتی شنيد كه خدا چه كارهايی برای موسی و قوم اسرائيل كرده و چگونه آنها را از مصر رهانيده است، 2-3صفوره زن موسی را با دو پسر او برداشت و پيش موسی رفت. (موسی قبلاً زن خود را نزد يترون فرستاده بود.) نامهای دو پسر موسی جرشون و اليعازر بود. (جرشون به معنی «غريب» است، چون به هنگام تولد او، موسی گفته بود: «من در زمين بيگانه، غريب هستم.» 4اليعازر هم يعنی «خدا ياور من است»، چون موسی هنگام تولد او گفته بود: «خدای پدرم مرا ياری كرد و مرا از شمشير فرعون نجات داد.»)
5-6هنگامی كه بنی‌اسرائيل در دامنهٔ كوه سينا خيمه زده بودند، زن و پدر زن و فرزندان موسی از راه رسيدند. پس به موسی خبر دادند كه همسر و دو پسرش و يترون آمده‌اند. 7موسی به استقبال يترون رفت، به او تعظيم كرد و صورت او را بوسيد. پس از احوالپرسی، آنها به خيمهٔ موسی رفتند 8و موسی برای پدر زنش تعريف كرد كه خداوند چه بلاهايی بر سر فرعون و مصریان آورد تا بنی‌اسرائيل را رهايی دهد و چه مشقتی را در طول اين سفر تحمل كردند تا به آنجا رسيدند و چگونه خداوند قوم خود را از خطرات و دشواريها نجات داد. 9يترون به سبب احسان خداوند بر بنی‌اسرائيل و آزادی آنها از مصر بسيار خوشحال شد 10و گفت: «متبارک باد خداوند كه قوم خود را از دست فرعون و مصريان نجات داد. 11اكنون می‌دانم كه خداوند بزرگتر از همهٔ خدايان است، زيرا او قوم خود را از دست مصريان متكبر و بی‌رحم نجات داده است.»
12يترون قربانی سوختنی و قربانیهای ديگر به خدا تقديم كرد، و هارون و همهٔ بزرگان قوم اسرائيل به ديدن او آمدند و در حضور خدا برای خوردن گوشت قربانی دور هم نشستند.
موسی قضاتی تعيين می‌كند
(تثنيه 1:9-18)
13روز بعد، موسی برای رسيدگی به شكايات مردم در جايگاه خود نشست و مردم از صبح تا غروب در حضور او ايستادند.
14يترون وقتی ديد كه رسيدگی به شكايات مردم، وقت زيادی را می‌گيرد، به موسی گفت: «چرا اين كار را به تنهايی انجام می‌دهی؟ چرا مردم را تمام روز سر پا نگه می‌داری؟»
15موسی جواب داد: «من بايد اين كار را بكنم، زيرا مردم برای حل مشكلات خود پيش من می‌آيند تا از خدا مسئلت نمايند. 16وقتی بين دو نفر اختلافی پيش می‌آيد، نزد من می‌آيند و من تشخيص می‌دهم كه حق با كدامست و احكام و اوامر خدا را به آنها تعليم می‌دهم.»
17پدر زن موسی گفت: «اين درست نيست. 18تو با اين كار، خود را از پای در می‌آوری و قوم را نيز خسته می‌كنی. تو نمی‌توانی اين كار سنگين را به تنهايی انجام دهی. 19حرف مرا گوش كن و نصيحت مرا بپذير و خدا تو را بركت خواهد داد. تو در حضور خدا نمايندهٔ اين مردم باش و مسايل و مشكلات ايشان را به او بگو. 20دستورات خدا را به آنها ياد بده و بگو كه چطور زندگی كنند و چه رفتاری داشته باشند. 21-22در ضمن از ميان قوم اسرائيل افرادی كاردان و خداترس و درستكار كه از رشوه متنفر باشند انتخاب كن تا ميان مردم قضاوت كنند. برای هر هزار نفر يک قاضی تعيين كن. آن قاضی هم به نوبهٔ خود از ميان هر هزار نفر، ده نفر را انتخاب كند تا هر يک قاضی صد نفر باشد. هر يک از اين ده قاضی به نوبهٔ خود از ميان گروه صد نفرهٔ خويش دو نفر را انتخاب كنند تا هر يک، قاضی پنجاه نفر باشد. هر يک از اين دو قاضی نيز از ميان گروه پنجاه نفرهٔ خود پنج نفر را انتخاب كنند تا هر يک، قاضی ده نفر باشد. بگذار قضاوت قوم بر عهدهٔ اين افراد باشد و آنها فقط مسايل بسيار مهم و پيچيده را نزد تو بياورند، ولی مسايل كوچک را خود حل كنند. به اين ترتيب، ديگران را در كار خود شريک می‌كنی و بار مسئوليت تو سبكتر می‌شود. 23اگر اين روش را در پيش‌گيری و خواست خدا نيز چنين باشد، آنگاه خسته نخواهی شد و قوم نيز در حالی که اختلافشان حل شده است، راضی به خانه‌های خويش باز خواهند گشت.»
24موسی نصيحت پدر زن خود را پذيرفت و مطابق پيشنهاد او عمل كرد. 25او مردان كاردانی را برگزيد و از ميان آنها برای هر هزار نفر، صد نفر، پنجاه نفر و ده نفر قضاتی تعيين كرد. 26آنها مرتب به كار قضاوت مشغول بودند و به مشكلات و اختلافات كوچكتر رسيدگی می‌كردند، ولی برای حل مسايل مهم و پيچيده نزد موسی می‌آمدند.
27پس از چند روز، موسی پدر زنش را بدرقه كرد و او به ولايت خود بازگشت.
