Towns for the Levites
1On the plains of Moab by the Jordan across from Jericho, the Lord said to Moses, 2“Command the Israelites to give the Levites towns to live in from the inheritance the Israelites will possess. And give them pasturelands around the towns. 3Then they will have towns to live in and pasturelands for the cattle they own and all their other animals.
4“The pasturelands around the towns that you give the Levites will extend a thousand cubits35:4 That is, about 1,500 feet or about 450 meters from the town wall. 5Outside the town, measure two thousand cubits35:5 That is, about 3,000 feet or about 900 meters on the east side, two thousand on the south side, two thousand on the west and two thousand on the north, with the town in the center. They will have this area as pastureland for the towns.
Cities of Refuge
6“Six of the towns you give the Levites will be cities of refuge, to which a person who has killed someone may flee. In addition, give them forty-two other towns. 7In all you must give the Levites forty-eight towns, together with their pasturelands. 8The towns you give the Levites from the land the Israelites possess are to be given in proportion to the inheritance of each tribe: Take many towns from a tribe that has many, but few from one that has few.”
9Then the Lord said to Moses: 10“Speak to the Israelites and say to them: ‘When you cross the Jordan into Canaan, 11select some towns to be your cities of refuge, to which a person who has killed someone accidentally may flee. 12They will be places of refuge from the avenger, so that anyone accused of murder may not die before they stand trial before the assembly. 13These six towns you give will be your cities of refuge. 14Give three on this side of the Jordan and three in Canaan as cities of refuge. 15These six towns will be a place of refuge for Israelites and for foreigners residing among them, so that anyone who has killed another accidentally can flee there.
16“ ‘If anyone strikes someone a fatal blow with an iron object, that person is a murderer; the murderer is to be put to death. 17Or if anyone is holding a stone and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 18Or if anyone is holding a wooden object and strikes someone a fatal blow with it, that person is a murderer; the murderer is to be put to death. 19The avenger of blood shall put the murderer to death; when the avenger comes upon the murderer, the avenger shall put the murderer to death. 20If anyone with malice aforethought shoves another or throws something at them intentionally so that they die 21or if out of enmity one person hits another with their fist so that the other dies, that person is to be put to death; that person is a murderer. The avenger of blood shall put the murderer to death when they meet.
22“ ‘But if without enmity someone suddenly pushes another or throws something at them unintentionally 23or, without seeing them, drops on them a stone heavy enough to kill them, and they die, then since that other person was not an enemy and no harm was intended, 24the assembly must judge between the accused and the avenger of blood according to these regulations. 25The assembly must protect the one accused of murder from the avenger of blood and send the accused back to the city of refuge to which they fled. The accused must stay there until the death of the high priest, who was anointed with the holy oil.
26“ ‘But if the accused ever goes outside the limits of the city of refuge to which they fled 27and the avenger of blood finds them outside the city, the avenger of blood may kill the accused without being guilty of murder. 28The accused must stay in the city of refuge until the death of the high priest; only after the death of the high priest may they return to their own property.
29“ ‘This is to have the force of law for you throughout the generations to come, wherever you live.
30“ ‘Anyone who kills a person is to be put to death as a murderer only on the testimony of witnesses. But no one is to be put to death on the testimony of only one witness.
31“ ‘Do not accept a ransom for the life of a murderer, who deserves to die. They are to be put to death.
32“ ‘Do not accept a ransom for anyone who has fled to a city of refuge and so allow them to go back and live on their own land before the death of the high priest.
33“ ‘Do not pollute the land where you are. Bloodshed pollutes the land, and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it. 34Do not defile the land where you live and where I dwell, for I, the Lord, dwell among the Israelites.’ ”
Cetățile leviților
1Domnul i‑a vorbit lui Moise în câmpiile Moabului, lângă Iordan, în fața Ierihonului, zicând: 2„Poruncește‑le fiilor lui Israel să dea leviților, din moștenirea pe care o vor avea, niște cetăți în care să poată locui. Să le mai dea și pășuni în jurul acestor cetăți. 3Cetățile să fie ale lor, ca să locuiască în ele, iar pășunile să fie pentru vitele lor, pentru bunurile lor și pentru toate animalele lor.
4Pășunile din jurul cetăților pe care le veți da leviților să aibă, începând de la zidul exterior al cetății, o mie de coți4 Aproximativ 500 m. de jur‑împrejur. 5În afara cetății să numărați două mii de coți5 Aproximativ 1000 m. în partea de răsărit, două mii de coți în partea de apus, două mii de coți în partea de nord și două mii de coți în partea de sud, astfel încât cetatea să fie în mijloc. Acestea să fie pășunile lor din jurul cetăților lor.
Cetățile de refugiu
(Deut. 4:41-43; 19:1-14; Ios. 20:1-9)
6Șase din cetățile pe care le veți da leviților să fie cetăți de refugiu, în care să poată fugi ucigașul. Pe lângă acestea să le mai dați patruzeci și două de cetăți. 7Astfel, toate cetățile pe care trebuie să le dați leviților să fie în număr de patruzeci și opt, împreună cu pășunile din jurul lor. 8Cetățile pe care le veți oferi din moștenirea fiilor lui Israel să fie date astfel: cei ce au multe cetăți să dea mai multe și cei ce au puține cetăți să dea mai puține. Fiecare seminție să dea leviților din cetățile ei, potrivit cu moștenirea pe care a primit‑o.“
9Domnul i‑a vorbit lui Moise, zicând: 10„Vorbește‑le fiilor lui Israel și spune‑le: «Când veți trece Iordanul în țara Canaan, 11să alegeți câteva cetăți care să fie locuri de refugiu, unde să poată fugi ucigașul care a omorât fără voie o persoană. 12Aceste cetăți vor fi locuri de refugiu dinaintea răzbunătorului, astfel încât ucigașul să nu fie omorât înainte de a se înfățișa în fața comunității pentru a fi judecat. 13Din cetățile pe care le veți da, șase să fie cetăți de refugiu: 14să le dați trei cetăți de partea aceasta a Iordanului și trei cetăți în țara Canaan. Acestea vor fi cetăți de refugiu. 15Aceste șase cetăți să fie locuri de refugiu pentru fiii lui Israel, pentru străini și pentru peregrinii din mijlocul vostru, pentru ca oricine a omorât fără voie o persoană să poată fugi acolo.
16Dacă un om lovește pe cineva cu un obiect de fier și‑l omoară, acel om este un ucigaș; ucigașul să fie pedepsit cu moartea. 17Dacă cineva are în mână o piatră a cărei lovitură poate cauza moartea și lovește pe cineva omorându‑l, acel om este un ucigaș; ucigașul să fie pedepsit cu moartea. 18Dacă cineva are în mână un obiect de lemn care poate cauza moartea și lovește pe cineva și‑l omoară, acel om este un ucigaș; ucigașul să fie pedepsit cu moartea. 19Răzbunătorul sângelui să‑l omoare pe ucigaș; atunci când îl va întâlni, să‑l omoare. 20Dacă cineva împinge cu ură un om sau dacă‑l pândește și aruncă cu ceva în el și‑l omoară 21sau dacă, din vrăjmășie, îl lovește cu pumnul și‑l omoară, cel ce l‑a lovit să fie pedepsit cu moartea. El este un ucigaș. Răzbunătorul sângelui să‑l omoare pe ucigaș când îl întâlnește.
22Dar dacă cineva lovește dintr-odată un om, fără dușmănie, sau dacă aruncă cu un obiect în el, fără să‑l fi pândit dinainte, 23sau dacă, fără să‑l vadă, aruncă în el cu o piatră care poate cauza moartea și acesta moare, atunci, de vreme ce nu i‑a fost dușman și n‑a intenționat să‑l rănească, 24comunitatea trebuie să judece între el și răzbunătorul sângelui, conform acestor judecăți. 25Comunitatea să elibereze ucigașul din mâna răzbunătorului sângelui și să‑l trimită înapoi în cetatea de refugiu în care fugise. El să locuiască acolo până la moartea marelui preot care a fost uns cu untdelemn sfânt.
26Dar dacă ucigașul va ieși vreodată din hotarele cetății de refugiu în care a fugit 27și răzbunătorul sângelui îl găsește în afara cetății, atunci răzbunătorul sângelui îl poate omorî pe ucigaș și nu va fi vinovat de omor. 28Ucigașul trebuie să rămână în cetatea de refugiu până la moartea marelui preot. Numai după moartea marelui preot se poate reîntoarce la proprietatea lui.
29Acestea vor fi pentru voi hotărâri pe baza cărora să judecați de‑a lungul generațiilor voastre, în toate locurile în care veți locui.
30Dacă cineva ucide o persoană, ucigașul să fie omorât pe baza mărturiei martorilor. Un singur martor nu este suficient să mărturisească împotriva unui persoane ca să fie omorâtă.
31Să nu acceptați răscumpărare pentru viața unui ucigaș vinovat de moarte, ci să fie pedepsit cu moartea.
32Să nu acceptați răscumpărare pentru cel care a fugit într‑o cetate de refugiu și să nu‑i dați voie să se întoarcă și să locuiască în proprietatea lui înainte de moartea marelui preot.
33Să nu pângăriți țara unde veți locui. Sângele pângărește țara și nu se poate face altfel de ispășire pentru pământul peste care a fost vărsat sânge, decât prin sângele celui care l‑a vărsat. 34Să nu pângăriți deci țara în care voi locuiți și în mijlocul căreia Eu sălășluiesc, căci Eu, Domnul, sălășluiesc în mijlocul fiilor lui Israel.»“
