1And there was a great cry of the people and of their wives against their brethren the Jews. 2For there were that said, We, our sons, and our daughters, are many: therefore we take up corn for them, that we may eat, and live. 3Some also there were that said, We have mortgaged our lands, vineyards, and houses, that we might buy corn, because of the dearth. 4There were also that said, We have borrowed money for the king’s tribute, and that upon our lands and vineyards. 5Yet now our flesh is as the flesh of our brethren, our children as their children: and, lo, we bring into bondage our sons and our daughters to be servants, and some of our daughters are brought unto bondage already: neither is it in our power to redeem them; for other men have our lands and vineyards.
6¶ And I was very angry when I heard their cry and these words. 7Then I consulted with myself, and I rebuked the nobles, and the rulers, and said unto them, Ye exact usury, every one of his brother. And I set a great assembly against them.5.7 I consulted…: Heb. my heart consulted in me 8And I said unto them, We after our ability have redeemed our brethren the Jews, which were sold unto the heathen; and will ye even sell your brethren? or shall they be sold unto us? Then held they their peace, and found nothing to answer. 9Also I said, It is not good that ye do: ought ye not to walk in the fear of our God because of the reproach of the heathen our enemies? 10I likewise, and my brethren, and my servants, might exact of them money and corn: I pray you, let us leave off this usury. 11Restore, I pray you, to them, even this day, their lands, their vineyards, their oliveyards, and their houses, also the hundredth part of the money, and of the corn, the wine, and the oil, that ye exact of them. 12Then said they, We will restore them, and will require nothing of them; so will we do as thou sayest. Then I called the priests, and took an oath of them, that they should do according to this promise. 13Also I shook my lap, and said, So God shake out every man from his house, and from his labour, that performeth not this promise, even thus be he shaken out, and emptied. 14¶ Moreover from the time that I was appointed to be their governor in the land of Judah, from the twentieth year even unto the two and thirtieth year of Artaxerxes the king, that is, twelve years, I and my brethren have not eaten the bread of the governor. 15But the former governors that had been before me were chargeable unto the people, and had taken of them bread and wine, beside forty shekels of silver; yea, even their servants bare rule over the people: but so did not I, because of the fear of God. 16Yea, also I continued in the work of this wall, neither bought we any land: and all my servants were gathered thither unto the work. 17Moreover there were at my table an hundred and fifty of the Jews and rulers, beside those that came unto us from among the heathen that are about us. 18Now that which was prepared for me daily was one ox and six choice sheep; also fowls were prepared for me, and once in ten days store of all sorts of wine: yet for all this required not I the bread of the governor, because the bondage was heavy upon this people. 19Think upon me, my God, for good, according to all that I have done for this people.

1В народе, среди мужчин и их жён, поднялся сильный ропот на своих братьев-иудеев. 2Некоторые говорили:
– Нас, наших сыновей и наших дочерей много, и чтобы кормиться и жить, нам нужно зерно.
3Другие говорили:
– Нам приходится закладывать свои поля, виноградники и дома, чтобы достать зерна во время голода.
4А были и такие, которые говорили:
– Нам приходится занимать деньги, чтобы платить царю налог на наши поля и виноградники. 5Мы из той же плоти, что и наши соплеменники, и наши сыновья такие же, как у них, но нам приходится отдавать своих сыновей и дочерей в рабство. Некоторые из наших дочерей уже порабощены, но мы бессильны, потому что наши поля и виноградники принадлежат другим.
6Услышав их ропот и эти жалобы, я очень рассердился. 7Обдумав, я обвинил знать и начальников.
Я сказал им:
– Вы берёте проценты со своих братьев!
Из-за них я созвал большое собрание 8и сказал:
– Всеми силами мы выкупали наших братьев-иудеев, которые были проданы язычникам. А теперь вы продаёте своих же братьев, которых нам приходится выкупать!
Они молчали, потому что им нечего было сказать.
9Тогда я сказал:
– То, что вы делаете, – нехорошо. Разве вы не должны ходить в страхе нашего Бога, чтобы избежать порицания наших врагов-язычников? 10Я, мои братья и слуги также даём в долг народу деньги и зерно. Давайте прекратим брать проценты! 11Немедленно верните им их поля, виноградники, масличные рощи и дома, а также проценты, которые вы им назначили, – сотую часть денег, зерна, молодого вина и масла.
12– Мы вернём это, – сказали они, – и не потребуем больше от них ничего. Мы сделаем, как ты говоришь.
Я призвал священнослужителей и заставил знать и начальников дать клятву в том, что они выполнят обещанное. 13Ещё я вытряхнул свою одежду и сказал:
– Пусть так же Аллах вытряхнет всякого человека, который не сдержит этого обещания, из его дома и имущества. Пусть так же этот человек будет вытряхнут и опустошён!
И всё общество сказало «аминь»5:13 Аминь – еврейское слово, которое переводится как «да, верно, воистину так» или «да будет так». Также в 8:6. и прославило Аллаха. И народ сделал так, как и обещал.
Неемия подаёт пример
14Более того, с двадцатого года правления царя Артаксеркса, когда я был назначен наместником в земле иудейской, до его тридцать второго года правления – двенадцать лет (с 445 по 433 гг. до н. э.) – ни я, ни братья мои не брали довольствия, положенного наместнику. 15Прежние наместники, которые были до меня, возложили на народ тяжкое бремя и брали у них четыреста восемьдесят граммов5:15 Букв.: «сорок шекелей». серебра, помимо пищи и вина. Даже их слуги помыкали народом. Но я, почитая Аллаха, так не поступал. 16Напротив, я посвятил себя работам по восстановлению стены. Все мои слуги были собраны туда для работ; мы не покупали земель.
17Более того, за моим столом ели сто пятьдесят иудеев и начальников, не считая тех, кто приходил к нам из окрестных народов. 18Каждый день у меня готовили одного быка, шесть отборных овец и птицу, а каждые десять дней подавали всякого рода вино в изобилии. Несмотря на это, я никогда не требовал довольствия, положенного наместнику, потому что и без этого народу приходилось тяжело.
19Вспомни мне во благо, мой Бог, всё, что я сделал для этого народа.
